The character set includes: Upper and lower case letters (both the same) and numbers. Most punctuation, and international characters.
About the name: If you're a long time Pink Floyd fan, you may already recognize the origin. It's from Roger Waters' "Radio KAOS" CD, the song named "The Powers That Be". The only significance is that this font is all CAPS and I like the song. So be it.
